Diet Soup

What makes this "diet" soup as opposed to cabbage soup?  Is it the large quantity of Mrs. Dash?  Why is there no added liquid?  Is the addition of water implied? And wouldn't a teaspoon of black pepper make this pretty firey? I'm just not sure about this recipe. 

In fact, I was kind of surprised to find a recipe for diet anything in my grandmother's collection.  As far as I know, Mildred was not a big dieter. My grandmother was a large woman.  Not obese, mind you. just large -- tall and broad shouldered and not petite at all. 

I don't think this is her handwriting so maybe one of her "friends" was trying to tell her something.
